On Sept. 13, 2003, Texas voters will go to the polls to consider 22 amendments to the state constitution. The list includes an amendment that would permit the refinancing of a home equity loan with a reverse mortgage; an amendment that would permit counties, cities and towns, and junior college districts to establish an ad valorem tax freeze on residence homesteads of the disabled and of the elderly and their spouses; and an amendment that would allow home equity lines of credit.
